If so, try reinstalling it, but selecting the legacy version.
That fixed it for me. Are you sure it's not just that the animations themselves are rather low FPS? It'll bring up an ini file with the option to set fullscreen window mode too. Also make sure you have Mode=0 in the ddraw.ini if you use this, as that will let the resolution patcher take priority.
